In Dec 1920, at a regular annual session of the Congress @ Nagpur (presided by V. Ragahavachariar) - officially the resolution of NCM was adopted. Also, Gandhiji declared that: - if within a year Swaraj is not achieved or if the govt resorted to suppression of the revolt, then civil disobedience movement along with non-payment of taxes would be launched. - Also, the govt has to take back Rowlatt act and - should adopt a lenient and sympathetic attitude towards the people of Turkey and restore the position of Sultan of Turkey. - The NCM was marked by hindu-muslim unity, popularisation of charkha and khadi, participation by lawyers, govt servants, students etc - who stopped their cooperation with the govt - either by giving up their practice, leaving schools and colleges, leaving their services - the women started to picket liquor shops etc. Hence both the statements are correct.
